Millions of sardines packed so tightly they block out the light. The sardine run at Panagsama Beach in Moalboal is one of diving's great spectacles, and it happens every single day, right off the shore. No boat needed. Walk in from the beach, swim out 10 metres, and you're inside a swirling wall of sardines stretching from the surface to around 15 metres depth.
What makes Moalboal diving special is that this isn't a seasonal event. Unlike the Sardine Run in South Africa (which lasts weeks and requires serious logistics), Moalboal's sardines are resident year-round. Predators follow: tuna, jacks, and the occasional thresher shark blast through the bait ball. Sea turtles graze on the reef below, seemingly unbothered by the chaos above.
Pescador Island, a 20-minute boat ride offshore, adds a different dimension. The island drops into a cathedral-like underwater chimney formation, with whitetip reef sharks, jackfish tornadoes, and dense coral gardens along the walls. It's one of the Visayas' most reliable sites for big schools and healthy reef structure.
Moalboal sits on the southwest coast of Cebu, about 3 hours by car from Cebu City and Mactan-Cebu International Airport. The town is budget-friendly by any measure: fun dives cost around $20 to $30, accommodation starts at $10 a night, and the shore diving means you can do extra dives without paying for boat trips. The diving suits all levels, from Open Water students to experienced divers exploring deeper sections of Pescador. November to May generally offers the best visibility, but the sardines don't care about seasons.
